We can't find a free programmers with knowledge of aviation in the Russian labor market. This is a very big problem.
Also, we lost a lot of employees from the old team.

More from Blacksix via the Russian forums to the Banana forums.

This also is a big eye-opener in how projects are financed regarding fixing problems. What I understand BS is saying below is that.
1) Better for the publishers to cut-and-run if there are esxpenses needed to "fix" an original release.
2) Fixing original release issues can be done only with advanced financing for new development. ie., incorporate changes in the new development that are backwards compatible to the original release. (I think that this is what is happing to CLOD.) All the work being done is to fine tune performance and modelling issues that are part of the development of the nesxt theatre of war. We are beta testing the next series and applying those changes backwards to COD as the foundation for the next production.

Now it is all becoming clear to me.!

Probably still have to clarify a few things about the standard geymdeve in general:
1) The publishers do not like to spend money on "poslereliznoe" service problem projects. If the game fails, it is much cheaper than all instantly shut down and disband the team.
2) release of patches for the troubled project, which means the contents of the command is usually only possible through the advance allocation of money for new development. In fact, correcting the previous project "eaten through" money allocated to the next. There is next - it means there will be no patches for the previous one, bye.

Given the above, the decision to finish the first full release of the past usually means instant death.

Also, all of the above applies to the gaming industry in general and do not necessarily reflect the situation within 1C."

Some food for thought from the Banana forum Empty Bad Business Model

I said some time ago that it makes no sense to continuously try to fix a software without generating new income from the product. Everyone else sells expansion packs with new gadgets, or functionality and makes a buck or two while providing the patches that come with an expansion pack.

These guys just keep on plodding along to the whims of the forum vocal minority and waste their time developing new tracers when the game still crashes due to memory leak issues that have never been successfully resolved.

Can only continue to hope that they don't walk away from it completely and be thankful for the little nuggets we get from time to time.
